Yes. A Turkish citizen must hold a Schengen short-stay (Type C) visa before travelling to Germany for tourism. It allows a stay of up to 90 days within any 180-day period across the whole Schengen area. No visa is issued at the border.

You book an appointment, submit your file and give your biometric data. If you visit several Schengen countries, Germany must be your main destination or point of entry.
