Canada Visitor Visa 2026: IRCC Application, Biometrics and Officer Notes

Canada draws hundreds of thousands of African visitors every year — families, entrepreneurs, relatives of students. Unlike the US visa, everything is decided on paper: no interview, no face-to-face. That is both an opportunity and a trap: the officer at Immigration, Refugees and Citizenship Canada (IRCC) will only ever see your documents. Here is how to build a solid application in 2026, with the official fees, real processing times, and an under-used lever after a refusal: the officer notes.

The temporary resident visa (TRV) in brief

The Canadian visitor visa generally allows stays of up to six months per entry. It is most often issued as a multiple-entry visa, valid for up to ten years or until your passport expires. Applications are made online through the IRCC secure account (paper applications are reserved for exceptional cases). Before you start, check whether your nationality needs a visa or an eTA on izivisas.com.

The 2026 budget

  • CAD 100: application fee per person, capped at CAD 500 per family applying together. Source: canada.ca, immigration fees.
  • CAD 85: biometrics fee per person (fingerprints and photo), capped at CAD 170 per family attending together. Biometrics remain valid for ten years.
  • That is CAD 185 in total for a single adult. Application fees are not refunded if the visa is refused.

Optional service fees may apply at the visa application centre (VAC), but the fingerprint collection itself is covered by the CAD 85 paid online.

Step 1: the IRCC account and the online file

Create an account on the IRCC portal (canada.ca) and answer the eligibility questionnaire: it generates your personalised document checklist. Everything is uploaded digitally — legible scans, cleanly named files, certified translations for any document that is not in English or French.

Step 2: IMM 5257 and IMM 5645, the two key forms

  • IMM 5257 (Application for Temporary Resident Visa): the main form. Civil status, employment, travel history, background, purpose of the visit. Dates must be exact and consistent with your passports and other documents.
  • IMM 5645 (Family Information): every member of your immediate family must appear — spouse, children, parents, siblings — even those not travelling. This form also measures your ties: a family staying home is an argument for your return. Any inconsistency between IMM 5257 and IMM 5645 is a red flag for the officer.

Also attach: passport scan, digital photo, financial evidence (several months of bank statements, an employment letter with approved leave, business registration for the self-employed), an itinerary, and if you are invited: the invitation letter, proof of your host's status in Canada and of your relationship.

The letter of explanation: the under-used element

IRCC lets you attach a free-form letter to your file — and most refused applications do not include one. Yet it is the only place where you speak directly to the officer. In one page:

  1. Who you are: professional and family situation, in two sentences.
  2. The precise, dated purpose of the trip: why Canada, why these dates.
  3. Who pays, out of what income: tie every figure to an attached document.
  4. Why you will return: job, business, family, concrete commitments.
  5. The visible weak points, explained in advance: a recent large deposit, a previous refusal, a third-party sponsor. An officer handles your file in minutes: whatever you do not explain, they will interpret on their own — rarely in your favour.

Step 3: biometrics at the VAC

After submission and payment, a biometric instruction letter (BIL) arrives in your account, often within 24 to 72 hours. You then have 30 days to give your fingerprints and photo at a visa application centre (run by VFS Global in most African countries). If you have already given biometrics for Canada within the last ten years, you neither redo them nor pay the CAD 85 again.

Real processing times in 2026

Processing only starts once biometrics are received. IRCC publishes an official Check processing times tool (canada.ca), updated weekly and broken down by country of residence — the only reliable reference. As of mid-2026, the displayed average for applications from outside Canada hovered around one month, but variance is high: a few weeks at some offices, more than three months at high-volume ones — applications from Nigeria, for example, routinely exceeded twelve weeks after biometrics in early 2026. File at least a quarter ahead of your travel date, and do not buy non-refundable tickets before the decision.

If refused: the letter does not tell the whole story

The IRCC refusal letter is limited to generic ticked boxes: purpose of visit, family or financial ties, travel history, insufficient funds. It does not say what the officer actually thought of your file. Yet that information exists, in writing.

The officer-notes tactic (ATIP request)

Every decision is reasoned inside the Global Case Management System (GCMS). These officer notes can be obtained through an access-to-information request (CAD 5) or a privacy request (free) to IRCC. One important constraint: the request must be made by a Canadian citizen, a permanent resident or a person present in Canada — from Africa, you therefore go through a relative or representative in Canada holding your written consent. The legal deadline is 30 days, often longer in practice.

The notes reveal the exact reasoning: funds deemed disproportionate to declared income, purpose of visit not substantiated, insufficient ties. That is the basis of an effective reapplication: instead of refiling the same package, you answer each objection precisely — new income evidence, a stronger letter of explanation, documented proof of ties. There is no limit to the number of applications, but each new one costs CAD 100 (your biometrics, however, remain valid for ten years).

Frequent mistakes

  • A large, unexplained deposit into the account just before applying.
  • An incomplete IMM 5645, or one inconsistent with IMM 5257.
  • Hiding a previous refusal (Canadian, American or other): the question is asked, and databases are shared between several countries.
  • Forged documents: misrepresentation carries a five-year ban from Canada.
  • Refiling an identical application without having read the officer notes.
