The third-country-visa exemption
A Togolese holding a valid visa for the United States, Canada, Japan, the United Kingdom or a Schengen country (or permanent residence in those countries) enters Mexico WITHOUT a Mexican visa, for tourist stays of up to 180 days. Only visas stamped in the passport or permanent-resident cards are accepted.
If you apply for a consular visa
Mexico's electronic authorization (SAE) is NOT open to Togolese nationals. As Mexico has no embassy in Togo, the consular-visa application is handled by the Mexican Embassy in Nigeria (Abuja), competent for the region.
