Vietnamese passport holders need a Temporary Resident (visitor) Visa to enter Canada; they are not eligible for the eTA. The application is completed online before departure.
Vietnam is not among the countries whose nationals can travel to Canada on an Electronic Travel Authorization (eTA). Tourism therefore requires a Temporary Resident Visa, commonly called a visitor visa. You apply online through Immigration, Refugees and Citizenship Canada (IRCC), followed by a biometrics appointment.
